How to submit Proposals & How the DFX Governance Process works

Governance Process

This post is meant to provide an overview of the DFX Finance governance process. :hugs:
For a proposal to be accepted, it must successfully pass through all of these stages:

Stage Duration Requirements
Stage 1: Creation • Post created on the DFX Forum in the Proposal Catagory Open-ended For proposals to successfully pass from stage 1 to stage 2, there is no formal requirement. However, if a stage 1 proposal discussion fails to garner support/momentum from the community, it is unlikely to become a successful proposal and will not be moved to the next stage.
Stage 2: Specification 7 days Max For proposals to successfully pass from stage 2 to stage 3, there must be one option with a relative majority of votes on the forum poll. If the relative majority of votes on the forum poll indicate the result in no or a negative response, the proposal will not move on to stage 3.
Stage 3: Consensus 7 days Max For proposals to be accepted in this final stage, there must be one outcome with a relative majority of DFX used on DFX Finance Snapshot poll accompanied by a 66% yes-voting quorum and a minimum of 15% of the circulating supply of DFX. If the relative majority of DFX used in the governance process on the Snapshot poll indicates the result no or a negative response, the proposal will not be accepted/adopted and will officially close.

Note: A DFX Improvement Proposal (DIP) number will be assigned by a forum moderator if it makes it to Stage 2 of the governance process.

Simple Summary :open_book:

Provide a simplified and layman explanation of the DIP.

Idea :bulb:

A short description of the idea being addressed.

Motivation :muscle:

The motivation is critical for DIPs that want to allocate funding or change the DFX Protocol. Proposals without sufficient motivation may be rejected outright.

Specification :control_knobs:

The specification should describe the new idea or change. The specification should be detailed enough to allow participants in the DFX governance process to engage in conversation.

Rationale :thinking:

Describe what motivated the design and why particular design choices were made. It should describe alternate designs that were considered and related work. The rationale may also provide evidence of consensus within the community, and should discuss important objections or concerns raised during discussion. So its highly recommended to include ‘Pros & Cons’.
